BACKGROUND:
On July 12, 2016, your Board approved an agreement with MAR-RIC Transitional and Recovery Facility for transitional residential mental health services, in the amount of $554,800, for the term July 1, 2016 through June 30, 2018.

Under the Administrative Memorandum B-1, agreements that provide housing services and related supports for BHRS clients are exempt from the Request for Proposals process.

DISCUSSION:
MAR-RIC provides beds for individuals transitioning from locked facilities or psychiatric inpatient units, or individuals who would otherwise require locked facility placement. These services offer an alternative for clients to remain in the community and out of a more restrictive and more expensive locked facility placement. MAR-RIC provides room and board, 24-7 supervision, medication assistance, medical and psychiatric care, individual and group therapy, and general support and assistance services to San Mateo County clients.

It is now necessary to amend this agreement to increase the number of beds from nine to sixteen, increasing the amount of the agreement by $421,575 to $976,375. This increase results from BHRS utilizing MAR-RIC's services more often than originally estimated, as such services have proven to be an alternative to more costly placements in a locked facility.
