BACKGROUND:

The old-growth forests of Memorial County Park have been favorite family camping grounds for generations. This popular park has trails, campsites, group camps, a visitor center, nature trails, and 673 acres to explore. Acquired by the County in 1924, Memorial is the oldest County Park. It is dedicated to the San Mateo County servicemen who died in World War I. Memorial County Park is open year-round and offers many redwood campsites with restrooms, water, coin-operated showers, drop-in picnic sites, group picnic sites, and group camping sites.

 

On March 21st Memorial Park’s main lead pump for the Wastewater Treatment System Lift Station failed due to excessive infiltration of rainwater, forcing the closure of the Park.

 

Pursuant to California Public Contract Code Section 20134(a), emergency plumbing services were procured to repair the Lift Station and James Caccia Plumbing was the only vendor to respond and be willing to travel out to Memorial Park on short notice during the emergency. During the repair process, the main wastewater sewer line from the Lift Station failed several tests and was found to be in immediate need of additional repairs. It was determined that a new pump was required to maintain an adequate filling rate and approximately 750 feet of sewer line needed immediate replacement from the lift station to the Wastewater Pond. The work was scheduled immediately.

 

DISCUSSION:

Due to health and safety issues, Memorial Park was closed to the public while the aforementioned emergency work was being completed. Memorial Park was initially closed during the Lift Station repairs from March 21st through April 6th. A second closure was required from April 7th through May 4th in order to repair the compromised sewer line. The replacement pump meets specifications for Memorial Park as well as State Water Resources Control Board requirements. The newly-replaced sewer lines represent a great improvement in terms of their construction and durability as compared to the old sewer lines and are guaranteed for the next 15 years. Park closure resulted in the cancellation of 227 camping and day use reservations as well as reduced visitation counts; however, the repairs were completed ahead of schedule, and on May 5th, Memorial Park was back in operation for public use. The Parks Department is projecting approximately 68,000 visitors to Memorial Park by the end of Fiscal Year 2016-2017.

FISCAL IMPACT:

Funding for this emergency work comes from the existing Memorial Park Replace Wastewater System and Potable Water System Capital Project for which appropriations are already included in the FY 2016-17 Adopted Budget. Therefore, this action has no additional impact on Net County Cost.
