BACKGROUND:

On November 17, 2015, your Board adopted Resolution No. 074208, which authorized the agreement with AECOM Technical Services, Inc. (AECOM) for construction management services for the Crystal Springs Dam Bridge (CSDB) Replacement Project, in the amount of $2,230,458.  The services to be provided in accordance with the agreement included: construction project management, construction inspection, bridge construction oversight and coordination, compliance with the plans and specifications, compliance with federal funding requirements, and project construction coordination for the CSDB Replacement Project.

 

DISCUSSION:

Amendment No. One increases the agreement’s not-to-exceed amount by $1,296,775.  Kiewit Infrastructure West Co. (Kiewit) is the Contractor for the Project and has been working on the Project for approximately 15 months.  The Project is currently scheduled to be completed in December 2017.  Construction of the Project is complicated and is coupled with the extensive coordination required with the San Francisco Public Utilities Commission (SFPUC), the owner of the dam upon which the bridge is being constructed.  The work requires significant coordination with SFPUC and the State Division of Safety of Dams to approve the planned work and unanticipated conditions encountered during construction.  Additionally, coordination with PG&E for their future electrical transmission work and review of PG&E studies to ensure their facilities will not interfere with SFPUC dam operations and the County’s bridge maintenance has been extensive.  Coordination with Caltrans has also been required due to Caltrans-owned drainage facilities in poor condition identified during construction as requiring replacement that are within the Project limits.  As construction has progressed, unforeseen conditions have continued to arise that have required additional construction management services and efforts from AECOM.

 

This amendment will allow AECOM to commit additional resources to address: a greater than anticipated number of Requests for Information submitted by Kiewit; work required to address changed field conditions and conditions that differed from those shown on the SFPUC’s as-built plans for the SFPUC’s Lower Crystal Springs Dam Improvements Project; work during construction to address unanticipated subsurface utility conflicts; additional construction support to review issues associated with a concrete pour; field investigation and proposed remediation of SFPUC’s failed rock wall adjacent to the reservoir; review of out of scope Contractor submittals; additional work due to requests from the SFPUC during construction; additional coordination efforts related to PG&E’s electrical transmission line facilities in relation to the new bridge facilities; and additional resources to review and address changed conditions at the north bridge facilities; and additional resources to review and address changed conditions at the north bridge approach during construction.  The construction support services for this Project have been more than anticipated for the reasons previously mentioned and to ensure that AECOM could expeditiously address contractor change orders, review of and responses to Contractor submittals, differing field conditions, additional inspection efforts, and weekend work to accommodate the Contractor’s schedule.

 

The Department has coordinated with AECOM regarding the requested increase, and is recommending that the amendment be executed to allow for continued construction management and inspection services for the CSDB Replacement Project.  Amendment No. One increases the not-to-exceed amount of the agreement by $1,296,775.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by facilitating a bridge replacement project to provide the public with a seismically sound bridge for recreational users, bicyclists, and motorists.

 

FISCAL IMPACT:

This amendment will increase the current contract amount by $1,296,775, for a new not-to-exceed amount of $3,527,233.  The funding for this amendment will be from the Road Fund; however, the Department intends to request additional Federal funds from Caltrans, which would reduce the amount of the Road Funds required, if approved by Caltrans.  Road Funds have been budgeted, in the FY 2016-17 Approved Budget and the FY 2017-18 Recommended Budget, to finance this amendment.

 

There is no impact to the General Fund.
