RECOMMENDATION:

Adopt a resolution authorizing:

 

A)                     A construction agreement with Andreini Brothers, Inc., for the Taxiway “B” Culvert Repair Project, at the Half Moon Bay Airport, in an amount not to exceed $342,865; and

 

B)                     The Director of Public Works, or his designee to:

 

1.                     Execute contract change orders up to a maximum aggregate amount of $34,287, or approximately 10 percent of the contract amount; and

 

2.                     File an application for a state Airport Improvement Program matching grant; and

 

3.                     Accept the allocation of state Airport Improvement Program matching funds; and

 

4.                     Execute an Airport Improvement Program matching grant agreement for this project.

BACKGROUND:

On March 29, 2011, your Board adopted Resolution 071336, which authorized the Director of Public Works to execute and accept grant agreements with the Federal Aviation Administration (FAA), and the California Department of Transportation.

 

On August 22, 2014, the Director of Public Works requested and received a FAA grant to fund the Taxiway “B” Culvert Repair Project (Project) design. The State requires your Board’s approval to file the Airport Improvement Program (AIP) application for funding and to accept and allocate funds once received.

 

On March 29, 2016, your Board adopted Resolution 074433, which adopted plans and specifications for the Half Moon Bay Airport Culvert Repair, Windsock Replacement and Fence Installation projects; authorized the publication of a Notice to Contractors; and called for sealed proposals to be received by June 14, 2016, at 2:30 p.m., in the office of the Clerk of the Board of Supervisors.

 

The Director of Public Works was also authorized to extend the call for bids and the bids opening date up to sixty (60) days beyond the time and date originally set forth by your Board.  He was also authorized to execute grants from the Federal Aviation Administration and California Department of Transportation for the Projects.

 

DISCUSSION:

The Culvert Repair Project includes the replacement of two culverts which are beyond their useful life.  Further erosion around the culverts results in ponding between the runway and taxiway system during heavy rain events.  Failure of the culverts could cause a shift of taxiway pavement.  The Airport is recommending the work to maintain compliance with FAA safety and design standards and to prevent a potential safety hazard at the Half Moon Bay Airport.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Healthy Community by completing projects which enhance the condition and usability of facilities for the benefit of Half Moon Bay users.

 

FISCAL IMPACT:

The total not-to-exceed amount of the agreement is $377,152.  Funding for this Project has been included in the Airport Enterprise Fund FY 2017-18 Recommended Budget.

 

There is no impact to the General Fund.
