BACKGROUND:
Federal funds have been made available through the Centers of Disease Control (CDC) to enhance the nation’s public health emergency preparedness and response infrastructure. San Mateo County Health System (Health System) uses a portion of these funds to lease warehouse space for storage of emergency medical equipment and function as the primary location to receive Strategic National Stockpile (SNS) assets for disaster response and mitigation. The Health System maintains this emergency medical stockpile in part to serve hospitals with a closely located source of emergency material.
On November 18, 2014, your Board approved an agreement with RS Express to provide warehousing services for this purpose.
DISCUSSION:
Due to the variable nature of the non-lease portion of services, the cost of services through the remaining term of the agreement is projected to exceed the original contract amount. As a result, it is now necessary to amend the agreement to increase the contract amount by $70,000 to an amount not to exceed $370,000, to cover the projected costs through the term of the original agreement. This amendment will allow the Health System the time needed to complete a Request for Proposal for a future contract.
The Resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).
The amendment and resolution have been reviewed and approved by County Counsel as to form.
Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by allowing the Health System to continue to maintain a stockpile of emergency medical equipment and dedicated location for the receipt of the SNS. It is anticipated that 100% of San Mateo County skilled nursing facilities will have participated in an annual community-based emergency exercise by end of FY 2017-18.

FISCAL IMPACT:
The term of the agreement remains November 1, 2014 through October 31, 2017. The amount of the amended agreement is not to exceed $370,000 for the three-year term. Funds in the amount of $10,000 are included in the Emergency Medical Services (EMS) FY 2016-17 Adopted Budget. Funds in the amount of $60,000 will be included in the EMS FY 2017-18 Recommended Budget. The services under this agreement are funded by the CDC, Cities Readiness Initiative grant, and contributions from local pharmaceutical stockpile participating hospitals; there is no Net County Cost associated with this agreement.
