BACKGROUND:
Your Board designated the County's Aging and Adult Services division (AAS) as the Area Agency on Aging for San Mateo County to carry out state-funded programs pursuant to the federal Older Americans Act of 1965. On April 25, 2017, your Board approved the updated FY 2016-2020 Area Plan for Services for Older Adults and Adults with Disabilities.

Board approval of the Area Plan for Services for Older Adults and Adults with Disabilities allows the County to receive state funding to provide Health Insurance Counseling and Advocacy Program (HICAP) services.

DISCUSSION:
HICAP is a volunteer-supported program that provides three basic services: community education; lay counseling; and Medicare health insurance advocacy and counseling.

As an integral component of the County's community-based, long-term care system, HICAP connects eligible citizens to Medicare health insurance. Medicare beneficiaries, those under 65 who are about to become eligible for Medicare, and those who are disabled, are eligible for HICAP services.

This agreement with the California Department of Aging allows the County to accept HICAP funding and allows AAS to provide HICAP services to County residents.

The agreement and resolution have been reviewed and approved by County Counsel as to form.
