BACKGROUND:

On February 12, 2013, the Board of Supervisors approved an agreement, by Resolution 072377, with Daly City Peninsula Partnership Collaborative (DCPPC) for Differential Response (DR) Case Management in the amount of $1,207,500 and a term of January 1, 2013 through December 31, 2015. DR is a county-wide evidence-based early intervention strategy designed to improve outcomes for children and families involved with Child Welfare.

 

Through subsequent amendments, the Human Services Agency (HSA) has added $654,305 and eighteen months for a total obligation of $1,861,805 and term of January 1, 2013 through June 30, 2017.

 

DISCUSSION:

Human Services Agency (HSA) is requesting to enter into a third amendment with DCPPC to extend the term by four months, increase the funding of the Agreement, and  continue services while HSA evaluates the program to determine better outcomes, re-evaluate the priority populations for DR, and determine the possibility of DR filling other gaps existing in the Child Welfare System. This will also allow time for HSA to conduct a Request for Proposals (RFP) process.

 

DR services will be provided using an evidence-based home visit model to establish strength-based working relationships with families. DCPPC will also work collaboratively with community-based organizations so that families can easily access resources and ensure a continuum of care after case closure.  DR services will be provided by culturally and linguistically competent staff to work with San Mateo County’s diverse population.

 

The amendment and resolution has been reviewed and approved by County Counsel as to form.

The Contract Compliance Committee approved a 3-Year Waiver Request.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing safe and supportive homes and neighborhoods for children in San Mateo County through the DR early intervention strategy. It is anticipated that 95% of children will be without a substantiated re-referral through the provision of these services. Furthermore, the percentage of families that will be engaged in Path 1 or Path 2 of the identified services will be 65% and 75%, respectively. Additionally, through the delivery of these services, it is projected that 85% of families that receive DR services will remain intact following case closure.

FISCAL IMPACT:

The term of this third amendment to the Agreement is January 1, 2013 through October 31, 2017. The amount is being increase by $138,361 to a new amount not to exceed $2,000,166. Of the increase, it is anticipated that 80% or $110,689 will be funded by Child Welfare System Outcome Improvement Projects (CWSOIP), via State Realignment and 20% or $27,672 is Net County Cost. The $1,861,805 has been included in the FY2013-2017 Adopted Budgets, and the increase of $138,361 has been added in the FY2017-2018 Recommended Budgets.
