BACKGROUND:

The Coyote Point Marina periodically requires maintenance dredging due to siltation of its channels and berths from San Francisco Bay’s tidal action.  Previous maintenance dredging in 2010, 2006, and 2002 included the Marina’s main channel, most of the secondary channels used by tenants to access their boat slips, and specific boat slips.  Since the completion of those dredging episodes, a new siltation has occurred that is once again affecting navigation in portions of the Marina.

On June 28, 2016, your Board approved a contract with Transystems, Inc., to provide consultant services to prepare plans and specifications and to secure permits to dredge areas of the Marina.  Both the Public Works Department and Parks Department have reviewed and approved the design plans, specifications, and cost estimates for the Coyote Point Marina 2017 Maintenance Dredging Project (Project).  All necessary permits are anticipated to be obtained for the Project before the project is advertised for bid.  Those permits restrict dredging to the June 1st through November 30th window in any given year.

 

DISCUSSION:

In early 2016, Marina staff began observing areas in the Marina channels that were shallower than the optimal depth.  A subsequent depth survey verified the observations and confirmed the need for the Project.
The proposed Project will dredge the main entry channel into the Marina and additional secondary channels within the Marina up to the amount that can be financed by the Marina.  Without completing this Project, secondary channels in the Marina, as well as the entry channel, will not be navigable at low tides and will severely impact the ability to provide recreational boating services to the public.

The testing of the sediment to be removed indicated that all chemical and biological parameters are in compliance with in-Bay disposal suitability criteria, with the exception of minor unanticipated elevated levels of polychlorinated biphenyls (PCBs).  Additional testing will be conducted as requested by the Dredged Materials Management Office (DMMO).  The DMMO is a joint program of the San Francisco Bay Conservation and Development Commission, San Francisco Bay Regional Water Quality Control Board, State Lands Commission, the San Francisco District U.S. Army Corps of Engineers, and the U.S. Environmental Protection Agency.  Based on a recent similar issue at the Port of Oakland, it is anticipated that DMMO will approve in-Bay disposal upon further sediment testing for the Project.

County Counsel has reviewed and approved the resolution as to form.

Approval of this action contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community as sediment removal through the Project will keep the Marina entry channel at sufficient depths for vessels to use and will minimize accidents from occurring.

 

FISCAL IMPACT:

The estimated construction cost of the Project is $1,100,000.  The Project will be funded by the Coyote Point Marina Fund.  An Appropriation Transfer Request will be submitted to create a project in the Capital Projects budget for this Project along with the future Board Report recommending award of a contract.

There is no impact on the General Fund.
