RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute agreements with Ninyo & Moore and Consolidated Engineering Laboratories (CEL) for on-call special inspections and material testing services, for the term of April 1, 2024, through March 31, 2027, in a not-to-exceed amount of $600,000 for each agreement, for a total not-to-exceed amount of $1,200,000 in aggregate for the two agreements.

BACKGROUND:
Project Development Unit (PDU) has been overseeing multiple large capital construction projects that can require specialized inspections and material testing services. PDU regularly maintains a variety of on-call inspection and material testing agreements to provide the Unit with the ability to expedite construction projects for the County of San Mateo.
DISCUSSION:
The PDU requires substantial support from specialized consultants, including project inspection service consultants, to manage these critical and complex projects. Project inspection service consultants provide services that include, inter alia, special inspection and materials testing. On February 2, 2024, PDU conducted a formal Request for Proposal (RFP) for On-Call Special Inspections and Material Testing Services. An internal selection committee reviewed the submissions from five firms. A selection committee comprised of three (3) project management teams reviewed the multiple submissions and recommended two firms.
The two firms qualified for the on-call list are Ninyo & Moore Geotechnical & Environmental Sciences Consultants and Consolidated Engineering Laboratories (CEL).
