BACKGROUND:
The Access Control Systems at various County facilities including the San Mateo Health Campus is provided and maintained by Johnson Controls, Inc. (JCI).

In November 2019, the Board authorized Project Development Unit (PDU) to enter into an agreement with JCI to furnish and install access control systems for the Nursing Wing and Central Plant Renovation projects for an amount not to exceed $156,864. Nursing Tower and Central Plant Renovation projects are part of San Mateo Health Campus upgrade project approved by the board in 2017.

DISCUSSION:
The ongoing Nursing Tower and Central Plant renovation projects at the San Mateo Health Center required modifications to its current operational access control system due to unforeseen circumstances. To ensure effective interoperability with existing controls and efficiency for maintenance, JCI was awarded the contract to provide labor and material to modify the existing system. Various discrepancies between the contracted design documents and existing conditions were discovered while doing the work. These discrepancies necessitated the replacement of existing door hardware to meet current system requirements and to ensure full, consistent, and secure functionality.

Currently PDU has a contingency in the amount of $25,000 in relationship to this contract. However, JCI has issued the PDU a pending change item in an amount of $55,000.
