BACKGROUND:
On January 27, 2023, the Human Services Agency issued a Request for Proposals (RFP) to identify a provider to operate the Pacific Shelter, a 74-unit non-congregate homeless shelter located in Redwood City, and Samaritan House was selected as the provider based on their experience, qualifications, and overall approach as outlined in the evaluation criteria of the RFP.

On June 13, 2023, by Resolution No. 079748, the County entered into an agreement with Samaritan House for a term of July 1, 2023 to June 30, 2025, and a total obligation amount of $4,414,580, to operate the Pacific Shelter. Samaritan House provides residents experiencing homelessness a safe, temporary shelter and intensive services to assist them with identifying and moving into permanent housing as quickly as possible.

On June 11, 2024, by Resolution no. 080429, the parties amended the agreement to increase funds by $251,904 for a new total obligation amount of $4,666,484, with no change to the term to provide services to families in addition to single adults or adult couples.

Since this program began operation through December 31, 2024, it has provided 610 individuals with shelter services.
