Adopt a resolution authorizing a second amendment to the agreement with the Central Labor Council Partnership to extend the term by 12 months for a new term of November 1, 2022 to October 31, 2027, and increase funding by $326,290 for a new total obligation amount of $1,096,202, to continue to provide Independent Living Program services.

BACKGROUND:
The Independent Living Program (ILP), authorized under the Foster Care Independence Act of 1999, helps current and former foster youth develop the skills and resources needed to successfully transition into adulthood and self-sufficiency. The core program services are based on the youth’s individual needs and goals as described in their Transitional Youth Case Plan (TYCP) and are designed to assist youth with education, career development, financial budgeting skills, health, safety, housing, and permanency.
On June 15, 2022, the Human Services Agency issued a Request for Proposals (RFP) to identify a provider of ILP workforce development and educational support services for current and former transition aged foster youth. Central Labor Council Partnership (CLCP) was selected as the provider based on their experience and service methods as outlined in the criteria of the RFP.
On November 1, 2022, by Resolution No. 079274, the County executed an agreement with CLCP for the term of November 1, 2022 to October 31, 2025, and a total obligation amount of $577,434, to provide ILP services to eligible current and former foster youth and young adults ages 14-21.
