BACKGROUND:
The San Mateo STD/HIV Program (SMSHP) provides housing and related services to San Mateo County residents living with HIV. Funding for these services comes from the Department of Housing and Urban Development, which allocates funding through the Housing Opportunities for Persons with AIDS Program (HOPWA). These funds are administered by the San Francisco Eligible Metropolitan Statistical Area, The City and County of San Francisco Mayor's Office of Housing and Community Development (SFMHCD).

DISCUSSION:
Most of the funding received under this agreement ($1,768,614) will be used to contract with a provider of housing services for Short-Term Rent, Mortgage and Utilities Assistance, as well as Permanent Housing Placement assistance and Housing Information Services to persons living with HIV whose income is below 80% of the area median income (AMI). A small amount of the grant ($212,000) will offset the cost of two Benefits Counselor positions at Edison Clinic who provide assistance in gaining access to local, State, and Federal government benefits and services. This contract is late due to delays from the SFMHCD.
