BACKGROUND:
On November 14, 2023, this Board adopted Resolution No. 080039(h), which authorized an on-call agreement with H.T. Harvey & Associates to provide on-call engineering and professional services in an amount not to exceed $500,000 and for a period of three (3) years through November 13, 2026.

As authorized by Resolution No. 080039(h) on March 24, 2026, Amendment No. 1 extended the term of the agreement through November 13, 2028, and on June 8, 2026, Amendment No. 2 assigned all obligations and liabilities of the Agreement from H.T. Harvey & Associates as "Assignor" to Integral Consulting Inc. as "Assignee".

DISCUSSION:
Under the current on-call agreement, the Department of Public Works (Department) partnered with Integral Consulting, Inc. (formerly H.T. Harvey and Associates) and their sub-consultant Herrera Environmental on a grant application to the California State Coastal Conservancy for the Half Moon Bay Landfill Clean Closure Climate Resilience and Restoration Project (Project). Integral Consulting, Inc. was instrumental in the successful grant application and assisted with co-writing the application, budgeting, project scoping, and planning. Staff anticipates that on September 17, 2026, the California State Coastal Conservancy will approve a $1,000,000 grant to support planning, technical studies, environmental review, stakeholder engagement, and conceptual design for the Project.
