BACKGROUND:
SMC Department of Emergency Management (DEM) leads and coordinates emergency planning, training, exercises, mitigation, response, recovery and alert and warning in the County. DEM collaborates across County departments and serves as the liaison to the 20 Cities in San Mateo County. DEM has served as the local EMPG administrator for the last several years.

DISCUSSION:
The FY 2025-2027 EMPG Program supports comprehensive emergency management and encourages the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards.

EMPG funds provided under the FY 2025-27 period will support activities that strengthen DEM's capabilities to prevent, prepare for, mitigate against, respond to, and recover from natural and manmade emergencies. The grants funds will pay for a strategic communications and engagement position, to improve Countywide situational awareness and operational coordination tools and expand emergency training and exercise work.

The resolution has been reviewed and approved as to form by the County Attorney.

This resolution aligns with the County of San Mateo's commitment to ensure resources for our communities are available and mobilized in times of a disaster.
