Measure K: Adopt a resolution authorizing an agreement with RDA Consulting, SPC to design and conduct a needs assessment and develop a plan to increase social connectedness for older adults and adults with disabilities in San Mateo County for the term of June 1, 2025 through May 31, 2026, in a total amount not to exceed $150,000.

BACKGROUND:
On October 17, 2023, this Board approved the following priority areas for FY 2024-25 Measure K funding: Children, Families, and Seniors; Housing and Homelessness; and Emergency Preparedness. The County Executive issued a Notice of Funding Opportunity for 2024 Measure K Funds in November 2023. In June 2024, this Board approved Resolution 080449, which included three years of funding for Aging and Disability Services (ADS) to create and conduct a needs assessment and design a new plan to address loneliness and increase social engagement among older adults and adults with disabilities.
Increasing community and social engagement in the older adult population is a State and local goal, articulated in the 2021 California Master Plan for Aging and the 2024 San Mateo County Area Plan for Services for Older Adults and Adults with Disabilities.
DISCUSSION:
ADS released a Request for Proposals in November 2024 for a contractor to create and conduct a needs assessment and develop a plan to address loneliness and increase social engagement for older adults and adults with disabilities. ADS selected RDA Consulting, SPC from the 15 proposals submitted.
