BACKGROUND:
Since December 17, 1985, this Board has approved resolutions authorizing expenditures for residential care facilities serving mentally ill clients to provide residential care services for adults. These services enhance successful community living and avoid a more costly and higher level of care.

DISCUSSION:
Millbrae Assisted Living Home, LLC (MALH) will provide services to clients of Behavioral Health and Recovery Services (BHRS). MALH will provide 32 beds for BHRS clients who are difficult-to-place and augmented services for seriously mentally ill clients who require a higher level of care and supervision. Examples of these higher-level services include intensive mental health services, social skills training, and assistance with daily living activities.

Pursuant to the B-1 Administrative Memorandum, the selection for the provision of residential services for mental health clients is exempt from the Request for Proposals requirement.
The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

It is anticipated that 75% of clients admitted to the facility will not require an acute hospitalization within 14 days of admission.
