Subject: Agreement with Esther Chang, MD to Provide Ophthalmology Services
RECOMMENDATION:
title
Adopt a resolution authorizing an agreement with Esther Chang, MD to provide ophthalmology services for the term of July 1, 2020 through June 30, 2021, in an amount not to exceed $150,000.
body
BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population, as well as access to services to its general population. Dr. Chang has been providing ophthalmology services at San Mateo Medical Center (SMMC) since 2018.
DISCUSSION:
The County's need for ophthalmology services is increasing due to the aging of its patient population. Dr. Chang has agreed to provide additional ophthalmology services and call coverage in light of another ophthalmologist leaving SMMC. Dr. Chang will be responsible for three clinic blocks and one surgery block, as well as equally splitting on-call responsibilities with the other two ophthalmologists on contract with SMMC.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County's standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that 100% of all cataract surgery services provided will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations, which will result in reduced risk of healthcare-associated infections.
