BACKGROUND:
The California Department of Public Health (CDPH) provides funding for HIV/AIDS prevention activities, which includes three strategies: to strengthen disease investigation infrastructure, expand and provide navigation services and expand access to syringe services for people who inject drugs. These evidence-based public health activities are utilized by federal and state public health departments to address HIV Prevention.

DISCUSSION:
The San Mateo County Public Health STD/HIV Program provides: HIV education, counseling, and testing; linkage to care and treatment; retention and re-engagement in care; and partner and prevention services to County residents. These services are funded by a grant issued by the Centers for Disease Control and Prevention and administered by the California Department of Public Health (CDPH).
These CDPH funds will be utilized to offset the cost of 1.0 FTE of a communicable disease investigator and 0.10 FTE of a community program supervisor performing HIV Prevention related activities.

The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Attorney as to form.

This contract is late due to delays in receiving the agreement from the State.
