Adopt a resolution authorizing the County Manager, or designee, to negotiate and execute individual project labor agreements with the San Mateo County Building and Construction Trades Council and signatory unions for the Government Center County Office Building 3, Parking Structure 2, San Mateo County Health Campus, South San Francisco Campus, and Cordilleras Mental Health Facility projects.

BACKGROUND:
In January 2017, the Project Development Unit (PDU) was formed to oversee and manage County ground-up capital project construction. In March 2017, this Board held a Study Session to consider recommendations for capital improvements and directed the County Manager to move forward with multiple projects including the Government Center County Office Building 3, Parking Structure 2, San Mateo County Health Campus, South San Francisco Campus, and Cordilleras Mental Health Facility projects.
DISCUSSION:
It is in the best interest of the County and the public that the Government Center County Office Building 3, Parking Structure 2, San Mateo County Health Campus, South San Francisco Campus, and Cordilleras Mental Health Facility projects proceed in an orderly and cost-efficient manner without labor disruption or strife. Projects of this scale and complexity will require a large number of skilled workers in various trades. To prevent project delays and potential labor disagreements which are costly, disruptive to work, and could delay progress, Project Labor Agreements (PLA) with terms acceptable to the County Manager, or his/her designee, will require the use of union labor for covered trades and require work to continue during the resolution of any labor/management disagreements.
