A) The President of the Board of Supervisors to execute an agreement with Express Plumbing Services Inc. for construction of the Memorial Park Wastewater Collection System Replacement Project, for the term of November 11, 2020 through March 10, 2021, and for an amount not-to-exceed $969,958; and

BACKGROUND:
The existing wastewater collection system at Memorial County Park ("Memorial Park") was constructed circa 1965 and consists of approximately 9,650 linear feet of gravity-fed sewer collection pipes and 56 utility vaults. These facilities have exceeded their useful life and can no longer provide an acceptable quality of service. In many segments, the pipes have corroded, been infiltrated by tree roots, and/or developed sags that impact system operations. For this reason, the Parks Department ("Department") has had to commit significant staffing and financial resources in recent years to maintaining the system and ensuring that no backups or leaks occur.

The Memorial Park Wastewater Collection System Replacement Project ("Project") entails the overhaul of the existing obsolete wastewater collection system throughout Memorial Park. On September 15, 2020, your Board adopted the Project's Plans and Specifications as prepared by Sherwood Design Engineers.
