Recommendation to approve the following appointments to the Emergency Medical Care Committee, each for an initial partial term ending March 31, 2021:
A) Rea Anne Arcangel as the representative of the American Heart Association / American Stroke Association; and
B) Deborah Torres as the representative of the American Red Cross.

BACKGROUND:
The Emergency Medical Care Committee (EMCC) is responsible for reviewing and reporting its observations and recommendations to the San Mateo County Board of Supervisors and local Emergency Medical Services Agency (EMS Agency) regarding the emergency medical services system. The Committee monitors and presents recommendations to improve emergency medical care in San Mateo County.
The EMCC consists of 20 members appointed by the Board, for terms of four years, for up to three consecutive terms. Among the EMCC’s 20 members, it must have, among other requirements: one (1) representative of the American Heart Association; and one (1) representative of the American National Red Cross, local chapter thereof.
DISCUSSION:
The American Heart Association / American Stroke Association is recommending the appointment of Rea Anne Arcangel to serve on the EMCC. Ms. Arcangel brings to the EMCC over 20 years of experience in healthcare administration, precision medicine, health technology and innovation, and quality improvement.
The American Red Cross is recommending the appointment of Deborah Torres to serve on the EMCC. Ms. Torres is the Disaster Co-Chair for the San Mateo County office and brings 44 years of experience in public mental health and social services work.
