Adopt a resolution encouraging a mental health focused lens in all county goals, programs, and policies in the County of San Mateo.

BACKGROUND:
The County of San Mateo acknowledges that mental health is an integral part of overall public health and well-being. In January 2024, the County declared loneliness a public health crisis, which underscored the immediate need to confront the mental health challenges prevalent within our community. The County's Measure K priorities-including affordable housing, support for children and families, and emergency preparedness-already incorporate mental health considerations. This recognition stems from the understanding that stable housing, supportive environments for children, and effective preparedness measures play a significant role in enhancing mental well-being.
By integrating a mental health focused lens into all county goals, programs, and policies, the County can foster mental wellness, boost community resilience, and diminish the stigma associated with mental health issues. A comprehensive approach to mental health involves increasing access to services, promoting social connections, and supporting vulnerable populations who may experience isolation, homelessness, or socioeconomic challenges.
DISCUSSION:
Promoting a supportive environment for mental health includes enhancing community-based programs that provide social support, mental health education, and outreach. It also entails creating spaces for community engagement, which can mitigate feelings of isolation. To effectively implement a mental health focused lens, the following actions are proposed:
