Adopt a resolution authorizing an agreement with MIG, Inc. to complete the County's Rezoning Program, for the term July 1, 2025 through June 30, 2027, for a total amount not to exceed $578,507.

BACKGROUND:
On March 25, 2025, the San Mateo County Board of Supervisors adopted the 2023-2031 Housing Element of the County's General Plan, in compliance with the requirements of State law, replacing the prior 2014-2022 Housing Element. As also required by State law, the Housing Element identifies properties available for development or redevelopment to meet the County's share of regional housing need, and also identifies a number of sites proposed for rezoning to allow higher density residential development in order to address remaining shortfalls in the County's share of housing need. The parcels proposed for rezoning are described in Housing Element Program HE 11.2, the "Rezoning Program," which commits the County to undertake all necessary actions to rezone those parcels within roughly one year.
In addition to the Housing Element program and policies, completion of the Rezoning Program is required by State law. The California Department of Housing and Community Development has reviewed the County's Housing Element, and determined that, once the Rezoning Program is completed in the manner described in the Housing Element, the County will be in full compliance with State law.
