BACKGROUND:
On November 3, 2023, the San Mateo County Executive's Office (CEO) released the Measure K Notice of Funding Opportunity for interested applicants to submit proposals to provide services in San Mateo County that target three priority areas: housing and homelessness; emergency preparedness; and children, families, and seniors.
LifeMoves submitted a proposal to request funding for LifeMoves' overflow shelter program (OSP) operations. Following an evaluation process conducted by the CEO, LifeMoves was recommended by the CEO to be awarded Measure K funds.
The OSP will provide emergency shelter and housing-focused case management to eligible families when family shelters are at capacity. Eligible families inc lude families experiencing unsheltered homelessness who have no other means of securing housing and who are requesting shelter, have been deemed eligible, and have been referred by the Diversion and Coordinated Entry System. If needed, OSP services will also be available to families and/or individuals impacted by a disaster event, i.e. fire, flood, or displacement due to a natural disaster.
DISCUSSION:
HSA is requesting the Board authorize an agreement with LifeMoves to provide overflow homeless shelter services for the term of March 14, 2025 through June 30, 2027.
