BACKGROUND:
In December 2022, this Board approved an agreement with Epic to replace the current Electronic Health Record (EHR). With a new EHR system, San Mateo County Health (SMCH) needs an enterprise on-call and telehealth solution that ensures Health Insurance Portability and Accountability Act (HIPAA) compliance and seamless integration.

DISCUSSION:
To enhance the user experience for our new EHR, it is necessary to incorporate an enterprise on-call and telehealth solution that ensures HIPAA compliance, and that is scalable for a high volume of users across multiple divisions, that has deep integration into the EHR system, and that offers customization of workflows and policies, and a high degree of automation and advanced security feature ensuring efficiency as well as full regulatory compliance.

SMCH/Information Service Department/Health Information Technology completed a Request for Proposals in March 2024 for an On-Call Scheduling Tool and telehealth solution. Doximity, Inc was elevated due to demonstrated integration with Epic, it being staff's preferred solution, and substantial positive references.

The County Attorney has reviewed and approved the resolution and agreement as to form.
