Adopt a resolution:
A) Authorizing an agreement with the City and County of San Francisco for the distribution of FY 2024 Urban Area Security Initiative grant funds to the County of San Mateo, for a term commencing November 1, 2024, through December 31, 2025, in an amount not to exceed $976,990; and
B) Approving an Appropriation Transfer Request in the amount of $976,990 to establish a budget appropriation and record revenue for the FY 2024 Urban Area Security Initiative grant.

BACKGROUND:
The Urban Area Security Initiative (UASI) grant program is part of the United States Department of Homeland Security's (US DHS) Homeland Security Grant Program (HSGP). The UASI grant provides funding to enhance regional preparedness and capabilities in designated high-threat, high density areas. In 2011, the County of San Mateo became a member of the Bay Area Urban Area Security Initiative (BA UASI), in which the City and County of San Francisco serves as the regional Administrator.
The County of San Mateo Sheriff's Office submitted a grant application to the BA UASI for a portion of the FY 2024 UASI grant funds that was sub-awarded to the BA UASI by the California Office of Emergency Services (Cal OES). The funds requested under the application will fund projects that address unique risk-driven and capabilities-based planning, organization, equipment, training, and exercise needs of the region and to enhance the capabilities of local first responders, prevent terrorist attacks, and prepare for threats and hazards that pose a risk to the security of the County of San Mateo.
