BACKGROUND:
Junipero Serra Park (Park) is a 103-acre County-owned and operated park located in the City of San Bruno. The Park offers a range of recreational opportunities, including hiking, picnicking, and play areas, as well as panoramic views of the San Francisco Bay. Visitors are drawn to the Park's oak woodlands, seasonal wildflowers, El Zanjon Creek, and the peaceful natural setting within an otherwise urbanized area.

The Park's existing paved access road and parking areas are exhibiting light to moderate deterioration and are in need of preventive maintenance and rehabilitation. Improvements are necessary to preserve dependable access to the Park for visitors, staff, and emergency response vehicles, while extending the useful life of the existing infrastructure.

DISCUSSION:
San Mateo County Parks Department requested that the Department of Public Works (Department) prepare plans and specifications for the Junipero Serra Park Paving Project (Project). Due to limited funding, the Project has been structured with a base bid and bid alternatives...
