Subject: Amendment to the Agreement with Joint Venture Silicon Valley Network

Adopt a resolution authorizing:
A) The execution of an amendment to the agreement with the Joint Venture Silicon Valley Network for data index information services, extending the term by three years through April 30, 2029, and increasing the County's maximum fiscal obligation by $200,000, for a new total amount not to exceed $400,000; and
B) A waiver of competitive procurement.

BACKGROUND:
Joint Venture Silicon Valley (JVSV) Network has been providing nationally recognized comprehensive analyses of Silicon Valley trends since 1995 by tracking over 60 quantitative measures of relevance to the economy and community health. These indicators provide critical insights into economic vitality, workforce dynamics, poverty levels, and other community reference points across the broader Silicon Valley region. The JVSV data can be used for research and benchmarking purposes as well as a resource for policy decision making.
The JVSV Network generally publishes data on the broader Silicon Valley region, which includes San Francisco, San Mateo, and Santa Clara counties, without disaggregated San Mateo County-specific data. Such County-specific data is useful to inform countywide strategic planning, policy evaluation and performance measurement, and to better understand the needs of the communities in San Mateo County.
On May 1, 2023, the County entered into an agreement with JVSV to generate San Mateo County specific data based on the Silicon Valley Index (the "Agreement").
