BACKGROUND:
The Behavioral Health and Recovery Services (BHRS) Mental Health Services Act (MHSA) stakeholders prioritized behavioral health supports for children ages 0-5 as a core strategy of MHSA's Prevention and Early Intervention component. In particular, the stakeholders prioritized the leveraging and support of First 5's Trauma-and-Resiliency-Informed Systems Initiative (TRISI) goals.
The First 5 Mental Health's Building Steering Committee recommended prioritizing the development of TRISI, with the specific goal of supporting child- and family-serving organizations and systems to become more trauma-informed in First 5's operations. This recommendation was approved by First 5 on January 22, 2018.

DISCUSSION:
The Memorandum of Understanding (MOU) will continue the collaboration between BHRS and First 5 to further develop trauma-informed agencies, with the goal of embedding trauma-informed policies and practices at every level of child- and family-serving agencies. In the initial phases of TRISI, nine child- and family-serving organizations and/or County departments were supported, through training and resources, to become more trauma-informed.
