BACKGROUND:
The Measure K Oversight Committee was established following the voters' approval of the Measure A sales tax in 2012 to conduct an annual audit of the Measure A sales tax funds to ensure transparency of the Board of Supervisors approved expenditures. The name of the oversight committee has thus been changed to reflect the passage of Measure K in 2016, which extended the sales tax until 2043.
On February 26, 2019, the Board of Supervisors, upon the recommendation of the Measure K Oversight Committee, adopted a resolution authorizing an increase in term length of up to four years (or a maximum of twelve years) and staggering the terms of service such that the terms of members do not all expire in the same year. The proposed reappointments reflect such staggering.
DISCUSSION:
Marta In?s Bookbinder is being recommended to serve and represent District Five with an existing partial term ending June 30, 2026, a seat formerly held by Holly Lim who has resigned.
Marta In?s Bookbinder was born in El Salvador, Central America. She immigrated to the United States when she was 17 years old. Her first challenge was to learn English. Two years later, she graduated with Honors from Skyline College; continued higher education and graduated from San Francisco State University with a bachelor's degree in International Relations, and pursued a Master's Degree in Counseling Psychology from Notre Dame de Namur University.
