Recommendation for the appointment of Raymond Juballa to the Public Authority Advisory Committee, representing as one of the two-member category based on experience and background, for an initial four-year term ending December 31, 2028.

BACKGROUND:
The Public Authority Advisory Committee was established to meet and confer with the Public Authority about those aspects of the In-Home Supportive Services (IHSS) Program that relate to home care providers. The Advisory Committee will focus primarily on issues relating to IHSS provider training and the maintenance of the IHSS Provider Registry. On July 21, 2015, Ordinance No. 4742 amended modification of the number and qualifications of the Public Authority Advisory Committee's five members; three (3) of whom are current or past users of personal assistance services paid for through public or private funds or current or past recipients of In-Home Supportive Services.
The remaining two (2) members are to be appointed based on their interest in public service and experience and/or educational background relevant to the functions of the Public Authority.
DISCUSSION:
Raymond Juballa, the Innovation Center Manager at Menlo College, is being recommended for appointment as a member representing one of the two (2) members described in the background section above based on his interest, experience and background qualifications, a seat formerly held by Dolores Clemente who resigned in 2022.
