BACKGROUND:
Since 2022, San Mateo County Health has been moving towards alignment with best practices that support Community Health Assessments (CHA) and Community Health Improvement Planning (CHIP) for Local Health Jurisdictions (LHJs).

The California Department of Public Health (CDPH) released guidance indicating LHJs are responsible for CHA and CHIP planning. The guidance also specifically indicates the requirement for Managed Care Plans (MCPs) to meaningfully participate in the jurisdiction's CHA/CHIP activities. Meaningful support is defined as data sharing and funding CHA/CHIP activities and priorities. This guidance applies to the MCPs in San Mateo County - the Health Plan of San Mateo and Kaiser Permanente.

In accordance with the new regulatory requirements from CDPH, funding requests were submitted to both MCPs. An agreement with Kaiser Permanente in the amount of $60,000 was signed January 6, 2026. Health Plan of San Mateo awarded $340,000 for San Mateo County's next CHA, which will be completed by June 2028.
