Adopt a resolution authorizing and directing the County Executive Officer, or designee(s), to establish a contracting policy for County-awarded security service contracts.

BACKGROUND:
Security service workers play a vital role in protecting County facilities and the public but often face low wages, wage theft, and misclassification. A 2024 Center for Economic and Policy Research study found that many earn significantly below median wages, with disparities especially affecting women and workers of color. The study also shows that unionized workers earn up to 38% more than non-union workers.
To address these inequities, we recommend that the County establish a responsible contracting policy-similar to the policy established for janitorial workers in Resolution No. 081196-to promote fair wages, labor protections, and quality service.
DISCUSSION:
The proposed contracting policy would establish requirements for security service contractors engaged by the County. Contractors would be required to either:
1. Attest that employees are covered by a qualifying collective bargaining agreement under California Labor Code Section 238.5, or
2. Submit a letter of intent to establish a process for union representation.
Additionally, the policy mandates that security service contractors ensure their employees are compensated at no less than their current wage rate; provide 100% employer-paid healthcare coverage at the ACA individual platinum level; recognize employees' hire dates when calculating seniority for those working under the County contract; and include a 90-day retention period for qualified displaced security services employees during which period such employe...
