Adopt a resolution authorizing:
A) The adoption of the plans and specifications, including conformance with prevailing wage scale requirements, for the Memorial Park Wastewater Collection System Replacement Project at Memorial County Park; and
B) The Director of the Parks Department to call for sealed bids to be received by Wednesday, October 14, 2020 at 2:00 pm at the office of Capital Program Management, Inc.

BACKGROUND:
The existing wastewater collection system at Memorial County Park ("Memorial Park") was constructed circa 1965, and consists of approximately 9,650 linear feet of gravity-fed sewer collection pipes and 56 manholes. These facilities have exceeded their useful life. In many segments, the pipes have corroded, been infiltrated by tree roots, and/or developed sags that impact system operations. For this reason, the Parks Department ("Department") has had to commit significant staffing and financial resources in recent years to maintaining the system and ensuring that no backups or leaks occur.
On January 10, 2017, your Board adopted Resolution No. 074982, which authorized an agreement with Hydroscience Engineers, Inc. for the delivery of various services, including a condition assessment of the wastewater infrastructure at Memorial Park; field surveys; geotechinical investigations; environmental analysis and permitting requirements (California Environmental Quality Act compliance); and a feasibility study regarding the overhaul of Memorial Park's wastewater treatment plant and collection system.
