title
Adopt a resolution authorizing waiving the request for proposals process and authorizing an agreement with Johnson Controls, Inc. (JCI) for security and access control system for the term of March 1, 2025 to February 28, 2026, in an amount not to exceed $320,103.

BACKGROUND:
In 1998, JCI access control system was selected through a Request for Proposals (RFP) process conducted by the Sheriff's Office to provide an increased level of security for County facilities and a safe environment for employees and visitors.
As part of the County's overall security plan, the system was initially installed in the Hall of Justice to provide a secure and safe environment for employees and visitors. JCI Cardkey Security System has since been expanded to include most County facilities.

DISCUSSION:
The current access control system installed in other HSA buildings is provided and maintained by JCI. To ensure effective interoperability with existing controls and efficiency for maintenance and use, HSA recommends an agreement with JCI for the Fashion Island facilities.
Because no other firm exists that can ensure the same engineering, programming, products, methods, warranty continuity, and integration, HSA recommends the RFP process be waived.
The County Attorney has approved this resolution and agreements as to form. IS...
