BACKGROUND:
In December 2025, Behavioral Health and Recovery Services (BHRS) released a Request for Proposals (RFP) seeking proposals from qualified providers to provide Alcohol, Tobacco, and Other Drug Prevention and Program Evaluation Services. Proposals were submitted to provide one or more of the following services: 1) Tobacco Prevention Program (TPP), 2) Alcohol and Other Drugs (AOD) Prevention Program, and 3) Evaluation of TPP and AOD Programs. BHRS encouraged and sought submissions for the RFP with specific focus on the communities in San Mateo County most negatively impacted by substance use.

BHRS notes that the California Department of Public Health has approved the TPP scope of work to promote tobacco-free communities in San Mateo County. The TPP scope of work and budget encompasses contracted services to support the smokefree multi-unit housing efforts, the tobacco retail license program, and the engagement of youth in tobacco prevention initiatives.
