BACKGROUND:
On October 18, 2022, by Resolution No. 079259, the County entered into an agreement (the "Agreement") with Pivotal Connections ("Pivotal") for a total obligation amount not to exceed $800,010, for the term of October 1, 2022 through September 30, 2025 to provide employment and educational support services for current and former foster youth/young adults.

On November 3, 2023, the County Executive's Office (CEO) released a notice of Funding Opportunity (NOFO) for 2024 Measure K funds to support services in San Mateo County that target three priority areas: housing and homelessness, emergency preparedness, and children, families, and seniors. On January 4, 2024, Pivotal Connections submitted a proposal in response to the NOFO requesting funding to support staff costs for the High School Coaching Program in San Mateo County. Following an evaluation process conducted by the County, Pivotal was recommended to be awarded Measure K funds in the amount of $365,963.

On June 10, 2025, by Resolution No, 081259, the County amended its agreement with Pivotal to extend the term by 9 months for a new term of October 1, 2022 to June 30, 2026, and added $365,963 in Measure K funding for a new total amount of $1,165,973 to cover the cost to continue to provide services.
