Adopt a resolution authorizing an agreement with Blue Raster, LLC to provide professional services for the County's Geographic Information System for the term of April 11, 2023, through June 30, 2024, and in an amount not to exceed $290,000.

BACKGROUND:
The County's Geographic Information System (GIS) is used by the Information Services Department (ISD) as the primary system that manages and maintains the GIS technical infrastructure, software, datasets, and databases for all County departments. Department of Public Works, San Mateo County Health, Assessor - County Clerk - Recorder & Elections, Office of Sustainability, Planning and Building, and Sheriff's Office use this system for managing departmental-specific mappings to meet business needs.
GIS played an essential role during the 2020 CZU fires and during the COVID-19 pandemic. Mobile and web applications, survey forms, and dashboards were created using the GIS platform providing situational awareness for the staff working in the field and keeping our residents informed on road closures, COVID-19 vaccination centers, and fire evacuation zones.
On July 22, 2022, ISD released a Request for Proposals (RFP), RFP# ISD-20231864, seeking proposals for professional services for the system.
DISCUSSION:
Since April 2016, the ISD GIS team has supported several enterprise-wide projects focused on modernizing and improving the County's GIS infrastructure and services.
