BACKGROUND:
Senate Bill 787 proposes coordinated state action to expand California's manufacturing capacity for batteries, offshore wind components, heat pumps, and other technologies essential to meeting the state's climate and decarbonization goals. The bill would create a Senior Counselor on Industrial Policy and Clean Energy Development within the California Energy Commission, direct agencies to align investment and regulatory efforts, and establish a centralized resource hub for industry stakeholders. By fostering in-state production and workforce development, SB 787 seeks to reduce costs for consumers, retain jobs and innovation in California, and ensure equitable participation in the clean energy economy.
DISCUSSION:
