BACKGROUND:
In December 2021, the State awarded San Mateo County $13.5 million to purchase, rehabilitate, and operate the Stone Villa Inn as a non-congregate shelter. In March 2022, the County purchased Stone Villa Inn and began rehabilitation of the site to convert the property into the Stone Villa Shelter, a 44-unit non-congregate shelter serving adults (individuals and couples) experiencing homelessness.

In March 2022, the San Mateo County Human Services Agency (HSA) issued a Request for Proposals (RFP) to seek non-congregate homeless shelter services at Stone Villa Shelter, and Samaritan House was selected as the provider based on the evaluation criteria listed in the RFP.

On August 2, 2022, by Resolution No. 079748, the County entered into an agreement with Samaritan House to operate Stone Villa Shelter to provide non-congregate homeless shelter services for the term of July 1, 2022, to June 30, 2024, for a total obligation amount not to exceed $3,286,669.

Stone Villa Shelter was renamed El Camino House.

DISCUSSION:
El Camino House is a short-term intervention designed to act as a safety net for households that are unsheltered (living outdoors, in vehicles or other places not meant for human habitation).
