C) Adopt a resolution authorizing the Director of the Department of Housing, or Designee, to submit the Project Closeout materials for the Community Development Block Grant Coronavirus Program (CDBG-CV) funded Shores Landing Project, including all related certifications, understandings and assurances contained therein to the California Department of Housing and Community Development and as required by the U.S. Department of Housing and Urban Development, and to take all necessary actions in connection with the submission of Project Closeout materials.

BACKGROUND:
In July 2022, the California Department of Housing and Community Development (HCD) approved an initial grant totaling $4,735,791 to build a new community center/building for the 95-unit Shores Landing Permanent Supportive Housing (PSH) community. The Shores Landing community was a conversion from a Marriott all-suite hotel, which had units move-in-ready, but had little community and meeting space. The funds requested through the CDBG-CV grant were to build a 965 sf, stand-alone community building, upgrade meeting space for the services staff, and paint the facade and enhance the landscape, creating more outdoor space for residents ("Project").
