Measure K: Adopt a resolution authorizing an amendment to the Agreement with Homebase, to provide training and technical assistance, adding $60,000 in California Homeless Housing, Assistance, and Prevention funds, with the remaining term July 1, 2024 through June 30, 2027, in a revised total amount not to exceed $420,000.

BACKGROUND:
In December 2023, San Mateo County's County Executive's Office issued a Notice of Funding Opportunity for 2024 Measure K Funds seeking for providers of technical assistance for homeless programs, Continuum of Care, and governance consulting to support systems change and the effort to end homelessness in San Mateo County.
In March 2024, the Board of Supervisors selected Homebase to provide training and technical assistance to homeless service providers.
On June 25, 2024, this Board entered into an Agreement with Homebase for the purpose of providing training and technical assistance to homeless system partners and providers in the amount of $360,000 for the term of July 1, 2024, through June 30, 2027 using Measure K.
In order to provide additional trainings and support to homeless service programs, the Human Services Agency (HSA) is utilizing grant funding to add capacity to this contract for Homebase to develop and deliver additional trainings during Fiscal Year 2025-26. The additional trainings will cover topics identified by key stakeholders as topics that will enhance the delivery of homeless services.
DISCUSSION:
