BACKGROUND:
In June 2023, the County entered into an Agreement with Capital Program Management, Inc. (CPM) for the provision of project management services to assist the County in managing the development of properties to be acquired by the County in connection with the County's applications to the State Homekey program and converted to permanent supportive housing (PSH) for individuals experiencing or at risk of homelessness, including the development and renovation of the 721 Airport Permanent Support Housing (PSH) Project. The Agreement has been amended three times to increase the County's maximum fiscal obligation and to extend the term of the Agreement, and to make other amendments required by the American Rescue Plan Act ("ARPA") funding source.

Most recently, on February 24, 2026, the Board of Supervisors passed Resolution No. 081716 that authorized the Director of the Department of Housing, in consultation with the County Attorney, to execute the Third Amendment to the Agreement with CPM, increasing ARPA funding by $189,000 for the 721 Airport PSH Project for a new total not-to-exceed amount of $779,700, and extending the term of the Agreement through December 31, 2026.
