Recommendation for the appointment of Arlene Adriano to the Public Authority Advisory Committee, representing as a member in the two-member category based on experience and background, for an initial partial term ending December 31, 2027.

BACKGROUND:
The Public Authority Advisory Committee was established to meet and confer with the Public Authority about those aspects of the In-Home Supportive Services (IHSS) Program that relate to home care providers. The Advisory Committee will focus primarily on issues relating to IHSS provider training and the maintenance of the IHSS Provider Registry. On July 21, 2015, Ordinance No. 4742 amended modification of the number and qualifications of the Public Authority Advisory Committee's five members; three (3) of whom are current or past users of personal assistance services paid for through public or private funds or current or past recipients of In-Home Supportive Services.
The remaining two (2) members are to be appointed based on their interest in public service and experience and/or educational background relevant to the functions of the Public Authority.
DISCUSSION:
Arlene Adriano is being recommended for appointment as a member representing one of the two-members described in the background section above based on interest, experience and background qualifications, a seat formerly held by Robert Fliegler who resigned mid-term in July 2025. Upon approval, this appointment reflects a partial term through December 31, 2027.
