Adopt a resolution authorizing an agreement to reinstate and amend the agreement with Samaritan House to provide services related to edible food recovery and redistribution in their service area as part of the edible food recovery program as required under California Senate Bill 1383 and to extend the term through June 30, 2025.

BACKGROUND:
In September 2016, California Senate Bill (SB) 1383 (Lara, Chapter 395, Statutes of 2016) established statewide emissions reduction targets for short-lived climate pollutants which result from the landfilling of organic waste. SB 1383 requires the State to reduce the amount of organic waste disposed of in landfills by 75 percent from 2014 levels by 2025. The State has established mandates for local jurisdictions to meet these goals. The County of San Mateo is establishing several new programs and policies to meet the mandates, including an edible food recovery (EFR) program to redistribute surplus edible food to people in need.
On January 5, 2021 this Board approved a contract with Samaritan House which established an agreement for $978,952 for the term of January 5, 2021 through June 30, 2023 (Resolution No. 077919) to recover surplus edible food from supermarkets and wholesalers and to redistribute this surplus food to county community members in need. This is part of an EFR program pilot with non-profits and core service agencies in the county.
On December 7, 2021, this Board adopted Ordinance No. 4857, establishing an EFR program that requires local food generators to contract with food recovery organizations to collect and distribute their surplus edible food.
