BACKGROUND:
The Vehicle Theft Task Force (VTTF) was established in 1994 by the Board of Supervisors in Resolution No. 58024. Establishment of the VTTF authorized the California Department of Motor Vehicles (DMV) to impose an additional $1.00 vehicle licensing fee (VLF) on all vehicles registered in San Mateo County pursuant to SB 2139 (Vehicle Code ? 9250.14). In 2014, the Board of Supervisors, in Resolution No. 073352, approved an increase of the VLF to $2.00 per registered vehicle in San Mateo County.

Revenue generated from the VLF is expended to fund programs that enhance the capacity of local police and prosecutors to deter, investigate, and prosecute vehicle theft crimes. (Vehicle Code ? 9250.14).

DISCUSSION:
In July 2023, the Sheriff's Office entered into an agreement with the California Highway Patrol for the provision of one peace officer to assist the VTTF's efforts to investigate and suppress vehicle theft crimes throughout San Mateo County ("Agreement"). The peace officer assigned by California Highway Patrol under the Agreement remains an employee solely of the California Highway Patrol.

The proposed amendment extends the term of the Agreement for an additional three (3) years, through June 30, 2029, and increases the maximum fiscal obligation by $136,180.20 to $252,031.80 ("Amendment").
