BACKGROUND:
On February 28, 2023, the Board authorized the County's Department of Housing to execute and apply for a grant award of up to $5,000,000 under the State's Joe Serna, Jr. Farmworker Housing Grant Program ("Serna Program") to purchase manufactured homes for low-income farmworkers and their families. These manufactured homes will provide homeownership opportunities for low-income farmworker families in our community, including the 19 households displaced after the January 3, 2023, mass shooting event.

The County and Half Moon Bay, with the assistance from Capital Program Management ("CPM"), worked to identify and develop the Stone Pine Cove Farm Labor Housing Project, which will consist of 47 manufactured housing units purchased under the Serna Program for low-income farmworkers and their families ("Stone Pine Cove Project" or "Project").

DISCUSSION:
On November 8, 2021, the County released a Request for Proposals (RFP) for on-call construction project management services. Proposals were received from eight construction management firms.
