BACKGROUND:
On July 11, 2025, the 2024-25 San Mateo County Civil Grand Jury issued a report titled "Your Dollars at Work: Measure K Spending Transparency" (Report) in which it requested that the County respond to three findings and two recommendations set forth in the Report.
Pursuant to Penal Code Section 933, the Board of Supervisors must respond to findings and recommendations in the Report over which it has decision-making authority within 90 days. Thus, the Board's response to the Report is due to the Honorable Donald J. Ayoob, Judge of the Superior Court of California, County of San Mateo, no later than October 13, 2025.
DISCUSSION:
Staff recommends that the Board submit the following responses to the two findings and three recommendations Report:
FINDINGS
Finding No. 1:
The Controller's Office auditing staff is conducting thorough audits of Community-Based Organizations contracted by the County to provide social services.
Response: The County agrees with this Finding.
Finding No. 2:
Although the completed audits are public documents, they are not accessible to the public on the County Website.
Response: The County agrees with this Finding.
Finding No. 3:
The Grand Jury commends the Controller's Office auditing staff for the quality and thoroughness of their audits.
Response: The County agrees with this Finding.
RECOMMENDATIONS
