BACKGROUND:
In San Mateo County, much like the greater Bay Area, housing costs consume the majority of a family's monthly income. Many families opt out or do not apply for nutritional assistance.

After obtaining approval from your Board, by Resolution No. 075962, on June 19, 2018, the County entered into an agreement with Second Harvest Food Bank (SHFB) to provide food assistance to residents of San Mateo County who are in need for a total obligation amount not to exceed $150,000 and for the term of July 1, 2018 through June 30, 2019. SHFB is the single largest non-governmental source of food for low-income populations in San Mateo County.

DISCUSSION:
This amendment will allow SHFB to continue to provide nutritional groceries and food assistance either directly through its food bank, or indirectly at one of their nonprofit partner sites to San Mateo County residents for an additional year. These provisions are necessary due to the increase in median housing costs leaving low-income residents with less monthly income for food. The cost to provide these services has increased by $4,500 from FY 2018-19 due to the 2019 Cost of Living Adjustment (COLA).

The resolution contains the County's standard provisions allowing amendments of the
County's fiscal obligations by a maximum of $25,000 (in aggregate).

The amendment and resolution have been reviewed and approved by County Counsel as to form.
